Is ArcMap capable of drawing non-georeferenced raster datasets?

ArcMap has the inherent capability to display non-georeferenced raster datasets. Non-georeferenced rasters—essentially images or data files without coordinate information—can be loaded into ArcMap and visualized. However, without georeferencing, these datasets will not be accurately positioned in relation to mapped geographic features. This means users can see the images as layers, but they will not align spatially with other geographic data unless subsequently georeferenced.

While it is true that additional tools or manual adjustments may enhance the visualization or allow for proper alignment with geographic data, the fundamental capability of displaying non-georeferenced rasters is intrinsic to ArcMap. Therefore, while it may require further work to integrate non-georeferenced data into a spatial analysis or create a meaningful cartographic output, the software itself can visualize these datasets directly without any need for a georeferenced framework.
